What a year we are off to—2003 is a year of change and growth both in our State Chapter and at the National level, as well as in our local Chapters. How exciting….
In November 2002, we started off with the new branding for WCR--Women’s Council of REALTORS Where it all comes together. We have redesigned our logo, and focusing on our branding. The Pinnacle Awards for 2002 saw the end of that award and 2003 the advent of the New WCR Awards Program called the Chapter Excellence Award 2003; A—Gold, B—Silver.
2003 has also brought change to our State Chapter as we have brought on line our newly designed Website at WCRCA.org. It has been challenging and is still a “work in progress”, but well worth the challenges that we’ve had. We are trying to make sure that this site has the most current and valuable information on it and is one that you will go to often for both the State Chapter and your local chapter calendars on it as well as upcoming events including LTG Courses, our bulletin board for you to post messages, etc. as well as our WCR State Newsletter. Be sure to check it out…
We’ve also started our Governor/District Vice President Structure. It seems to be working well with our District Vice Presidents each working with 3 Chapters. The Governors are working with the District Vice Presidents and Chapters with their main focus on starting new Chapters. You can help the Governors. If you have friends, or better yet former WCR members or friends, who have moved to another area let our Governors know. We are looking at developing strong quality Chapters in new areas.
Our State Meetings and Installation in San Francisco were memorable with our National WCR President, Sue Flaig, as our guest for the two days participating in our meeting and installation. It was really great to get to know Sue up close.
You missed a great event if you didn’t attend the receptions generous hosted by Arti and Krisham Miglani at Zingari Ristorante in the Donatello Hotel and the gourmet Chinese dinner with the ceremonial lions at the Empress of China presented by the San Francisco Chapter and carefully planned by Betty and John Wong. What an absolutely incredible evening!!
The Installation was an fabulous event with our Installation and Cabaret Show produced and directed by Carol Luckenbach and our incredibly talented WCR Show girls—Judie Brooks, Nellie Keates, Janice Spencer, and of course, Carol. This show definitely showed the “can do” attitude of Carol Luckenbach as she not only did the show, but also got all of the sponsors to pay for the show. The room was beautifully decorated by Bobbie Nelson, and we topped it off with a Champagne Toast sponsored by the San Francisco Chapter.
April is our Midyear meeting in Chicago and will be a great experience. It is always nice when we go to WCR’s home in Chicago. This meeting features the Awards Dinner, as well as many workshops to help with Chapter Development. Our new WCR pins and Officer’s Pins will be available as well as the final New WCR Awards Program.
June brings our second State Meeting in Sacramento on June 2nd and 3rd. The Nominating Committee will meet on Sunday, June 1, 2003 in the President’s Suite. At this time the Nominating Committee will be interviewing candidates for State President Elect, Secretary, and Treasurer, as well as District Vice Presidents (9). Check the qualifications for these offices and consider serving at the State Level.
On Monday morning, the State Officers will meet with the Governors and District Vice Presidents; and then with the Committee Chairs. Registration starts at 9:00 a.m.and meeting starts at 10:00 a.m. This way you can come in early Monday morning if you wish. The meeting will start at 10:30 a.m and end at 5:00 p.m. so we can go on the Riverboat Casino Cruise that Sacramento and Placer Chapters are putting on. Encouraged your First Time Attendees to attend the Orientation from 10-10:30 a.m. prior to our meeting starting. This will give them more of an idea of what will be going on during the two days of our Meetings.
On Tuesday, Registration will start at 8:30 a.m. and we’ll have a Continental Breakfast. Our Governing Board and General Membership Meeting will be from 8:30 a.m.-5:00 p.m. (see meeting schedule) with a Reception following from 5:30-7:00 p.m.
We are will be focusing on Round Tables again at this meeting, and I would like to make sure that we are focusing on topics of value to you and our Chapters. If you have topics for Round Tables, please feel free to e-mail me at homes@sharon-telles.com. I’ll need to get them as soon as possible so we can finalize our meeting schedule.
Congratulations to our Simi Valley Chapter, which had their Charter Installation in March. I am so proud of all of our Chapters and our leadership teams. You are doing so well. I look forward to visiting with each of you this year.

Greetings,
I am honored to be serving as your President-Elect this year. I am looking forward to a wonderful year as our chapter continues to evolve and grow.
This is my third year as a line officer and nine years as an officer of Women’s Council of Realtor’s. My continued goals over the years has been to help raise the bar of professionalism by setting systems and structure in place. I look ahead to another progressive year as we continue to search for ways to improve and develop.
Some exciting news to report: we are now the second largest state chapter! As of January 2003 we have a membership total of 1743, we finally forged ahead of Texas! We have 1502 Realtor members and 241 Affiliate members. For a point of reference, Texas has 1544 Realtor members and 185 Affiliate members. We now have 28 chapters, Simi-Moorpark is our newest, spearheaded by Rana Linka and Lorraine Abrams, congratulations to them, good job!
One of my charges this year is to oversee membership, Governors and the new District Vice presidents. Our three Governors and nine DVP’s are hard at work, we are expecting tremendous growth this year. Our governors will be scouting for new chapters and if anyone has an idea where one may be needed, please let us know. Our District Vice Presidents are going to be a great help to our local chapters; they will be the eyes and ears for our President. If any chapter needs help we are going to know about it and be able to assist.
One of our goals this year will be to have seven new chapters and 300 new members by December 31, 2003. When we succeed we will get our fourth Governor in the year 2005.
At our state meeting in January I had the chance to facilitate the first, first-time attendees orientation and 18 members attended. In my next article I will share with you some of the highlights. I plan on having one again at the June and October meetings, be sure to encourage members to attend.

Many chapters have asked questions about Federal ID Numbers and Tax-Exempt Status for Local Chapters. A Federal ID number is used instead of a Social Security number by the IRS. Each chapter can apply for this ID number by completing and submitting an IRS form SS-4. The form can be obtained from any IRS office or go online to http://www.irs.ustreas.gov/prod/forms_pubs/forms.html. It takes about one month for the IRS to assign the chapter a number and the chapter will be notified by mail. Many banks require this Federal ID number where an account has earned more than $10 in interest. Local chapters may not use the ID number for National WCR. Each chapter is considered a separate entity.
More importantly, many officers have inquired about “Tax-exempt” status for their chapters. The chapter must apply for it using IRS Form 1024 (go online at the site listed above). It is not difficult to achieve tax exempt status. It is generally needed when annual chapter income exceeds $25,000. The common term “501-C-6” refers to the section of the Tax Code that covers real estate and other trade associations. You may refer to the Policy and Procedures Manual on Pages 154-158, Chapter Business, Insurance & Legal Issues for more detailed information. Being incorporated as a not-for-profit association is not the same as being tax exempt. Please refer to the Policy and Procedures Manual on Page 159. This is usually useful and beneficial when the activities, financial obligations, and undertakings of the Chapter are substantial. However, even with incorporation, a chapter must apply for tax exempt status as well.
The Policy and Procedures Manual has a wealth of information. I advise all Chapters to provide their officers with a copy and maybe at each Governing Board meeting you “ investigate” it a section at a time. Please feel free to contact any of the State Officers if you have any questions.

Our National meeting is almost here, where has the year gone? I and the DVP's from the area are working on several potential new chapters and are really encouraged by the interest shown. So far no actual new chapters, but we hope to have some great news by our June State meetings. We are also looking at the members at large in Southern California and communicating with them regarding new chapters. We strongly feel that Members at Large are our biggest supporters in the unrepresented areas. See you in Chicago and in Sacramento.

We are all off to a great 2003, all the local Chapters are busy getting their years started with wonderful membership contests and solid educational programs underway to promote membership. Remember to send your memberships in as you get them so you get credit for them and no later than March 22nd so they get to National by March 28th for credit and also so that your new and renewing members get into the National Roster. This is one of the best benefits of membership, referrals.
I have the pleasure to be working with Edie NewMyer, Judy Myers, and Mike Reily on my team. The Chapters are all in very good hands and I think it is wonderful to see how dedicated these three people are to helping their chapters. Pat, Sabrina and myself are readying ourselves to get into the new Chapter building arena. We are working on Ventura, Bakersfield, Fresno and San Luis Obispo so far and hope to bring news on these to the June meeting. Hope that all of you are planning to attend Chicago in April.

Governor: Sabrina Shewfelt- Santa Cruz WCR Chapter DVP's covering 3 chapters each are: Carol Luckenbach- Santa Clara, Monterey, Delta Cynthia Chiasson- Tri-Cities, Solano, East Bay Janice Spencer- Contra Costa, Wine Country, San Mateo Wow... We are so fortunate to have such a well prepared and organized team of leaders at all the levels this year. All the DVP's were already meeting with their incoming chapter presidents at the end of last year to help them prepare early. It is so great to see them attending installations and retreats with their chapters to get them off and running in the right direction. Each DVP has already attended general meeting, board meetings and are immensely involved with each one of their chapters. Hat's off to the Local Chapter presidents also, who have made WCR ALL IT SAY'S IT IS. " Personal and Professional growth" is what they offer to all its members. When I saw the LCP's Binders that they had prepared for their leadership team filled with speakers, fundraisers, committees and goals for their chapters all organized, I was so impressed with their vision. We have such a leadership team working at the grass roots level that attending meetings have made me so proud to be a part of this group. I see first time attendees "chomping at the bit" , to sign-up and join our organization. Our membership is growing in leap & bounds, and proudly meeting our State presidents goals will be no problem. We will soon have 4 National Governors to represent California at National. Thank you to all the members that I have had the pleasure to work with this year! As for 2002 Pinnacle awards. Lu Jay & I have put together the first submission on behalf of the state. We put together the Beach Retreat event in a beautiful binder complete with photos and her winning style of contents and pizzazz. Our category is " Personal & Professional growth". Wish us good Luck at the Nationals. I look forward to working with other WCR leaders in staring new chapters in Northern California this spring. We will be giving you an update at the June meetings. District Vice President’s Report By Linda Amodeo, LTG 2003 WCR California State DVP
April 2003 What an honor to serve as one of the nine State’s DVP and very excited in working with my three assigned chapters. Each in their own way are headed on to the right direction, with realistic goals and plans for membership growth and greater general meetings. I encourage the membership to visit another Local Chapter and share your ideas and give them your support, and better yet become a secondary member.
Mary Hall, LTG President 2003 is doing a great job in taking the Conejo Valley Chapter up to the next level. Her officers and leadership team are setting a fundraiser and other special events this year. With membership of 42 National Realtors which meeting for Breakfast on the last Tuesday of the month.
On January 16th I was given the honor to conduct the Verdugo Hills Chapter’s installation where the incoming president, Gisele Karsa and the officers were given a warm welcome and congratulations for taking on the challenge for 2003. For some of you that don’t know, this chapter is one of the oldest local chapters in Southern California, and meets right in the heart of Glendale.
Southwest Los Angeles Chapter ….. Where Pauline Knight takes office for the second term and her officers. At their installation our very own 2003 President Elect Mary Jane Cambria officiates. At this luncheon I was so impressed with Pauline where she presented each member and officer with a beautiful personalized certificate of appreciation. Now for 2003 plans are to build the membership and have a fundraiser event.

WOW! I am so pleasantly surprised at the imagination and creativity coming out of our local chapters. As a DVP for East Bay, Solano and Tri-Cities chapters, I have been attending and observing some of our local chapters at work.
I’m especially excited and impressed at the methods used for “adding value” to their members and “adding members” to their chapters. The three chapters that I have oversight for address this in very different, yet unique ways and I know their success is based on their membership’s interests and needs.
One of the most unique methods of adding membership numbers to a chapter came from the East Bay Chapter (Oakland). They have dynamic speakers and/or programs at each luncheon, BUT the unique part of their speakers is that they are required to be a member of their chapter in order to be a speaker…AND they pay the chapter $250 for the privilege of speaking! IF they are not a member, they are given an application and are required to join at the appropriate membership fee. They have speakers lining up to have the privilege of speaking at their luncheons…WOW, and we thought we had to pay for a good speaker!
I know Sharon, our president, has asked us to come to the state meetings in Sacramento prepared to share some of the dynamic programs our individual chapters have been implementing and I look forward to sharing more of them at that time.

I am so proud to have been named the 2002 California State Chapter Member of the Year! Having worked with so many of you throughout the years on WCR committees and projects, I know that many of you are deserving of this award so I truly thank you for the honor.
I will be the chairman of the committee this year and I need your help. Please spend some time thinking about members that you know who should be considered for the award. We will start working on the committee at the WCR meetings in Sacramento in June and I will have the criteria and applications available there.

Have you taken a look at our web site lately? If not, you are in for a treat! The web site has been completely redesigned from head to foot. From the front page to all the many pages that make up the web site, you will be amazingly surprised, pleased, and proud!
Sabrina Shewfelt started our long journey when she became the Chair of the Web Site Committee in January of 2002 and I became the Co-Chair. Sabrina spent many hours gathering information about the current web site, what we liked about the National web site, what the state WCR officers wanted in a web site, what the members wanted in a web site, and where could we go with our web site. With Sabrina's initial vision, she and I started working on filtering all the information, requests, wishes, wants, and desires into a cohesive list of what the members and we were looking for. We then started contacting numerous web site design companies. Some stated that what we wanted was out of their scope of abilities. Some wanted to box us into template pages (YUK!). Some were willing to work with us and give us quotes. After careful consideration of costs and end product, the web site committee and the state officers, selected Richard Uzelec of Realty Tech, Inc. as our web site designer.
As the results will verify, as a team, we made a fantastic decision. Within a short period of time of being selected, Richard and his team were able to put in place the beginnings of our new web site. In January at the National convention in San Francisco, the new web site was unveiled to the members. In was received with great enthusiasm! Since then, it has been going through the fine tuning and tweaking phase, and even adding on new benefits. Not only do we have all the vast information regarding Women's Council of REALTORS , but every local chapter in the state has their own web page which they themselves can change and tailor to their individual chapter. There is a state calendar, there are local chapter calendars, there is a list of events with information and registration forms about the events, just about every page has the ability for someone to request information, the newsletter you are reading this in, and the list goes on and on! AND there is more coming every day.
So if you haven't checked out our new web site at www.wcrca.org yet, click on the link and take it for a spin today and visit often to see the changes and updates! The web site committee would like to hear any feedback. When you are on the web site, put your feedback into one of the request for more information forms and we will get it. THANKS ahead of time!

2002 Member of the Year - Emily Link
Congratulations to Emily Link, our 1998 State President and the 2002 Regional Vice President for Region VIII, who was honored at the 2002 Member of the Year for our California State Chapter. Emily has been a member of WCR for 20 years and has been very active at the local, state and national levels. Currently, she is a member of 8 local Chapters, as well as a member of the Moorpark Kiwanis Club. Emily enjoys speaking to local WCR Chapters about the benefits of leadership and how to grow your business through WCR Referrals.
Emily has been licensed at a real estate agent 23 years and as a Broker in 1986. Believing in education and the value of designations, Emily has her ABR, CRS, GRI, LTG, and SRES designations as well as the RRC Referral and Relocation from WCR.
Married to Jim Link, Executive Vice President of the Southland Association of REALTORSÒ, they have five children and three grandchildren with #5 due in April. Emily’s youngest daughter, Jessica, a graduate of Pepperdine University in December is in the process of getting her real estate license and coming to work with her. Jessica has attended WCR meetings including Washington, D.C. several times. Emily is looking forward to her immediate involvement in WCR at all of the levels.
Emily enjoys playing golf and gardening and tending her indoor plants. Her immediate family includes 45 people—all in California except for three. Her perfect day is when her family is all together.
National WCR Midyear Meeting Report April 3-6, 2003 by Sharon Telles, 2003 California State Chapter President
The National Midyear meeting in Chicago was very interesting and awarding. The Opening Session with Marsha Johnson Evans, the new President and CEO of the American Red Cross, who retired as a Rear Admiral in the Navy set the tone for the Meeting. She brought with her the experience of being the first “woman” to lead in the Navy setting new “trials.
The Committee Meeting and workshops were very interesting. Much progress was made in the Work Groups and the Committee Meetings to move us forward and to help us at the local Chapter level. Watch the WCR.org Website for the information coming forward.
The educational sessions “When in Doubt:Disclose” and “Online Marketing for Today’s Professional” were very informative. Terry Watson had some tremendous ideas to share on “Feely” Websites and free links to use to keep people coming to your Website.
The Awards Dinner made me so very proud of our California Chapters with our Southwest Riverside Chapter getting a Retention Award; Solano, a Recruitment Award, Delta Chapter, a Pinnacle Award for Fundraising; and the State Chapter, a Pinnacle for Chapter Personal & Professional Development Program plus our own Emily Link being honored as the California State Member of the Year. What an exciting night.
Candidates for National Offices brought forth by the Nominating Committee were Betty Kincaid, President Elect; Gail Hartnett, Recording Secretary; and Judy Moses, Financial Secretary. The Elections will be held at our November Meeting in San Francisco.
One of the highlights at the Governing Board Meeting was the proposal to move the Leadership Training (LTG) designation into the next generation and to have a WCR Designation in Performance Management. We will hearing more about this at the November Meeting.
There are also three Bylaw changes that will be voted on in November. The most significant for the local chapters is that the chapters must have 20 members for more after 2004 or they may be disbanded. New chapters forming must have 15 or more REALTORÒ members to Charter prior to December 31, 2003 and 20 members after December 31, 2003. The rationale behind this Bylaw change is those chapter that have less than 20 members have a much harder time growing. After all, if you have only 10 members, how can you have committees and new leadership coming up after the second year… No is the perfect time to increase your membership efforts.
State Chapters may be disbanded after due notice for not maintaining at least 50 Active members and two chapters. The rationale for this motion is to ensure that member value is being created and maintained in return for the annual dues. Also, that a growing state will benefit best from first having a Governor, who can assist with membership, and give the perspective of the state on the national scene, without the burden imposed by a state chapter structure.
The third Bylaws change is to change the Model State Chapter Bylaws to read: Standing Committees shall be Bylaws, Education and Program, Finance and Budget, National Focus, and Nominating. This would take the Membership Committee out of the Standing Committees. The rationale behind this change is to have a National Focus Committee explore ways to keep the state in the limelight nationally through networking and participation, and keep members informed of national issues and opportunities. This would include identifying and assisting members desiring to run for National Office.
We also received a paper “Articulating The WCR Brand Where It All Comes Together”. This information will help you explain WCR, what we stand for, who should join, and what are the benefits. Look for it on theWebsite.
It was a great meeting. Plan on joining us in November in San Francisco.
