Strategic Planning Committee Report

Proposal presented on January 21, 2002

The Strategic Planning Committee makes the following recommendations to the Bylaws committee:

1. National Governors

a. Number of Governors as mandated by National WCR
b. National Governors shall meet the criteria set forth in the California State Standing rules and the requirements of National WCR.
c. National Governors shall be members of the National Governing Board.
d. Major responsibilities:

1. Recruitment of members
2. Retention of members
3. Charter new Chapters
4. Encourage member-at-large membership from smaller Boards
2. District Vice Presidents

a. 9 or more District Vice Presidents as required so that each District Vice President
shall mentor approximately 3 Chapters.
b. Number of District Vice Presidents shall be based upon the number of Local Chapters as of March 31st of the year of election.
c. District Vice Presidents shall meet the criteria of an active member in good standing and be a current or past LCP at the time of election.
d. District Vice Presidents shall be members of the State Governing Board (requires a Bylaw Change)
e. Major responsibilities:
1. Leadership development in local chapters including:

a. Leadership retreats/orientations
b. Attend Governing Board and Membership Meetings
c. Review and assist with Budget
d. Review local Chapter Bylaws and Standing Rules.

3. Qualifications:

a. National Governors shall be an active member in good standing at the time of
election and have served as Local Chapter President at the time of election; must have
attended 4 National Meetings in the last three (3) years; must have served on two (2)
State Committees
b. District Vice Presidents shall be an active member in good standing at the time of Election and have served as either a current or Past Local Chapter President.
4. Elections

a. National Governors Nominees shall be elected at the first meeting of the year
(January) in order to submit nominations to National WCR
b. District Vice Presidents shall be nominated at our second meeting of year (June)
and elected at our annual election meeting at the third State Meeting.
Funding:

1. National Governors shall be funded to National Meetings, State Meetings, Local Chapter meetings, etc. to the limits as set forth in the WCR State Budget.
2. District Vice Presidents shall be funded to the State Meetings, Local chapter meetings, etc. to the limits as set forth in the WCR State Budget.
