Call to order at 9:15 am by Carol Luckenbach, President Elect on behalf of President, Mary Jane Cambria.

Flag Salute by Felecia Favroth, East Bay Chapter.

Inspiration by Edie Newmeyer, Coastal West Orange County Chapter.

On behalf of President, Mary Jane Cambria, Carol Luckenbach, President Elect introduced the head table.  Bobbie Nelson, Treasurer; Jean Tietgen, Secretary; Mike Riley, Parliamentarian. Past Presidents in attendance were introduced: Sharon Telles, Betty Taisch, Linda Hofstatter, Emily Link, Nita Lyons and Judy Myers.

Governors and District Vice Presidents were introduced. Jeri Jorgenson, Judy Myers and Linda Amodeo;  Denise Aquila, Cynthia Davis, Rana Linka, Sandy Kaplan, Carol Meyers, James Nevans, Edie Newmeyer, Mike Riley and Barbara Safran.

All Local Chapter Presidents were asked to stand to be acknowledged and introduced themselves and their chapters.

President Elect, Carol Luckenbach welcomed our first time attendees and read a message on behalf of President, Mary Jane Cambria.

President Elect, Carol Luckenbach reported Chapter anniversaries. Celebrating 10th anniversary, Coastal West Orange County; 15th anniversary, Placer County; 40th anniversary, Wine Country; 60th anniversary, East Bay.

Carol Luckenbach presented the “Guidelines for WCR Regions.” National has asked us to evaluate and vote, for or against, “Beta Testing.” Members were asked to read handout and evaluate. A vote will be taken later today.

Members were adjourned to meet with their Committees.

Members were adjourned to meet with their chapter’s District Vice President.

First time attendees were acknowledged and introduced.

Lunch and presentation by Paul Webb, “Effective Marketing Communication.”

Governing Board Meeting convened and called to order by Carol Luckenbach, President Elect at 1:20 pm.

Roll call of the Governing Board was announced by Jean Tietgen, State Secretary. A quorum was established.

Rules of the Day were presented to the membership by Mike Riley, Parliamentarian.

Karlene Westfall, Credential Chair reported that there were a total of 52 members of the Governing Board present and a total of 141 National members in attendance.

Carol Luckenbach announced that the minutes from our June 2004 meeting had been posted to our website and copies in writing provided to the membership at this meeting. No corrections or additions. Minutes were approved as presented.

Treasurer’s Report given by Bobbie Nelson, Treasurer.  As of October 1, 2004, actual income is $157,649.48 and expenses are $109,725.47  No corrections or additions were made. Savings account balance is $22,260.06. Treasurer’s report will be filed.

Committee reports were given as follows:

Awards:  Rose Huggins, Chair presented State Educational Awards to the following members: Mary Jane Cambria, Coastal West Orange County; Lani McKennon, Verdugo Hills; Barbara Lymberis, Santa Clara; Nick Lymberis, Santa Clara; Linda Rodriques, Santa Clara, Hong Buccat, Solano County.

Joanne McEachern Awards were presented to the following members:  Lani McKennon, Verdugo Hills; Linda Amodeo, LA/Orange County Line; Denise Aquila, San Mateo; Hong Buccat, Solano County.

Education Committee : Chair - Jean Kulemin – No action items.

Membership Committee:  Chair – Beth Anderson – No action items.

Strategic Planning:  Chair – Betty Taisch – No action items.

Ways & Means:  Chair – Cathy Scharteg – No action items.

Nominating Committee:  Nominating Committee Chair, Sharon Telles nominated Barbara Riddle as the 10th DVP, as a gesture of support, the Governing Board approved.

Finance & Budget:  Chair – Denise Smith

A motion to take $1,500 from Misc Income and move to Officers’ Retreat for DVP Training, take $1,000 from Clerical Support; $500 from National President’s Visit; $1,500 from State Orientation and move $3,000 to President Elect Stipend.

Motion passed.

Audit Committee: Chair – Cynthia Chiasson. No action items.

Credentials:  Chair – Karlene Westfall. No action items.

Expo Task Force: Chair – Barbara Safran. No action items

Sponsorship:  Chair – Rana Linka. No action items.

Website:  Chair – Carol Meyers. No action items.

Bylaws:  Chair – Linda Hofstatter

A motion was brought forward by the committee to accept the Standing Rules as modified.

A motion to amend the original motion was made by Judy Myers. The amended motion was to substitute the language regarding District Vice Presidents sending reports to the Governor.  The motion was to substitute language regarding monthly reports as follows: “In their monthly report to the State President, they should CC the President Elect.”

Motion was seconded and passed.

The amended motion was presented by Bylaws Chair, Linda Hofstatter as follows:

“We accept the standing rules as amended.”

Motion passed.

Announcements:

Sharon Telles briefed members regarding the WCR Regions – Beta Test guidelines from National.

A motion was made to accept the guidelines for WCR Regions. Motion passed.

It was announced that the Regional meeting with Region 4 will be in Reno at the Atlantis Resort on July 21, 22 and 23rd.
